Town of Crawford 2021 Budget

Town of Crawford, 121 State Route 302, Pine Bush New York

 

Supervisor Charles E. Carnes is pleased to announce the 2021 Town of Crawford Budget will once again be below the New York State Property Tax Cap for the 9th consecutive year. This will enable the Town residents to be eligible for any New York State tax credit reimbursements. For 2021 there will be a minimal tax increase of 1.20%

A home in the hamlet would see a decrease in water, sewer, and small increase in the general and highway for a net increase of $4.26 for a home assessed at $75,000 and a market value of $213,493.

A home not in any special district assessed at $100,000 and a market value of $284,653 would see an increase of $17.40

For 2021 general tax levy will be $2,831,775 for general budget which is an increase of $40,489 while the tax levy for the highway department will be $2,137,580 for an increase $53,134

Rateables increased from $336,774,175 to $339,162,334 an increase $2,388,159.

Water, sewer, lighting and parking district have a tax decrease for 2021.

State Aid deceases for highway and new police regulations also increased Town costs.

The largest budget increase were police services, and highway expenses. We used $100,000 from our fund balance for our general budget.

In 2021 we anticipate a new water source for Pine Bush and a revitalization of the Bullville area. As well as new sidewalks in the shopping area downtown.

Despite covid we have constructed new Pickle ball courts, upgraded our park facilities and walking trail as well as instated our friendly visitor and meal delivery for our seniors.

The water district replaced most of the fire hydrants in the Hamlet for improved fire protection.

NOTICE TO BIDDERS

NOTICE IS HEREBY GIVEN that sealed bids for the demolition and removal of all buildings, trailers, accessory structures and their contents, hereinafter (Bid Item) will be received by the Town of Crawford at the office of the Town Clerk, Town Hall, 121 Route 302, Pine Bush, New York 12566, until 1:00 o'clock PM on November 2, 2020 and then be publicly opened and read aloud.

Copies of the Information for Bidders, Bid Form, and Specifications may be obtained at the Office of the Town Clerk.  Bids must be submitted on official forms and in sealed envelopes at the above address and shall bear on the face thereof the name and address of the bidder, designation of the Bid Item exactly as specified above and "Town of Crawford".

The Town reserves the right to reject any and/or all bids and to readvertise for new bids.  Bids shall be awarded in accordance with General Municipal Law §103.

EXTENSION OF LOCAL STATE OF EMERGENCY

            On March 7, 2020, the Governor of the State of New York declared a State disaster emergency for the entire State of New York in response to the COVID-19 pandemic.  On March 19, 2020, the President of the United States declared a national emergency in response to the COVID-19 pandemic.  COVID-19 has been documented in Orange County, New York, cases will continue to increase, and community contact transmission is the primary means of transmission of COVID-19.  On March 11, 2020, the County of Orange declared a County disaster emergency in response to the COVID-19 pandemic. On March 13, 2020, as Chief Executive of the Town of Crawford, I declared a Local State of Emergency in the Town of Crawford.

            In a continuing effort to control the effects of this pandemic in the Town of Crawford, pursuant to the powers vested in me by New York State Executive Law §24, I hereby extend the Local State of Emergency.  The State of Emergency shall remain in effect for an additional thirty (30) days, through November 15, 2020, and may be extended at that time.

            I am extending the Local State of Emergency in order to use the powers granted to me as Chief Executive to issue Emergency Orders as may be necessary to protect the health and wellbeing of the residents of the Town of Crawford, and request emergency assistance and resources for Town residents and businesses from the County, State and Federal governments.

TOWN OF CRAWFORD

STATE OF EMERGENCY ORDER NO. 1

WHEREAS on March 13, 2020, I declared and proclaimed a disaster emergency in the Town of Crawford and ordered the temporary suspension of certain policies, rules and laws; and

WHEREAS, said State of Emergency was extended on May 15, 2020; and

WHEREAS, it is necessary to temporarily suspend and modify parts of certain additional local laws, ordinances, order rules and regulations to assist and aid in coping with the health disaster.

NOW, THEREFORE, I, Charles E. Carnes, Supervisor of the Town of Crawford, by virtue of the authority vested in me by Section 24(g) of Article 2-B of the Executive Law to temporarily suspend or modify any local law, ordinance, order, rule or regulation or parts thereof during a disaster emergency, if compliance with such local law, ordinance, order, rule, or regulation would prevent, hinder or delay action necessary to cope with the disaster emergency, or if necessary to assist or aid in coping with such disaster, I hereby order the following additional suspension:

Those parts of the Town of Crawford’s Zoning Code, laws, rules and regulations and planning approval requirements which pertain to outdoor dining and drinking conducted on or adjacent to the premises of existing restaurants, eating and drinking places, fast food establishments, delicatessens and similar establishments with the approved indoor seating, subject to the provider complying with all the New York State safety and other regulatory requirements issued under the Governor’s applicable Executive Order and provided that the dining and drinking areas are not set up in fire lanes or other areas where they would significantly impede emergency responses or the flow of traffic in the judgement of the Town’s Code Compliance Department.

Said suspensions shall run from the date the Town of Crawford, along with other municipalities in the region, enters the Phase 2 reopening pursuant to the Governor’s Executive Order(s) and run through the date of termination of the Town’s state of emergency, subject to extension by further order.

Welcome to the Town of Crawford

Welcome to the Town of Crawford website.  We are all very happy to be able to offer our residents and visitors an internet connection designed to be informative and helpful.  We hope that our website will make interaction with Town government more accessible.

On behalf of the Town of Crawford, I am pleased to present the Town’s 2020 Budget for your consideration. Despite the poor economic climate and increased costs in many areas, including unfunded mandates handed down from the state, we have continued to control costs in the areas that we can. This year, town residents will see an increase of less than 1% in their taxes. The general tax rate consisting of the Highway and most other departments continues to be under the New York State Property Tax Cap for the 8th consecutive year.

This was accomplished without layoffs or decreases in services to the public. Police funding was increased as well as services to both the youth and the seniors of our community. The Town has been recognized by the Pine Bush School District and the County of Orange as providing outstanding youth services and our facilities are known and used extensively by our local sports programs.
 

During 2019, events that support our local business owners have continued to grow and several new shops and restaurants have opened within our town. Our beautiful walking trail expansion was completed and new equipment for the highway department was purchased. I would like to take this time to thank the many employees who worked this past year with us to find ways to save money and be more efficient while maintaining services to our residents.

For 2020 the Town is pleased to announce the continuation of several projects including the expansion of sidewalks down State Route 52 as well as the revitalization of the Bullville area of our Town.
 
I would like to express my thanks to the Town Board for all their support and hard work to make our Town a great place to work and live and for continuing to keep it affordable in these difficult economic times. Lastly, I would like to thank you, the Town of Crawford taxpayers for all of your input and support. This town continues to be great place to live and raise a family because of the community we have formed together.
