            BE IT ENACTED by the Town Board of the Town of Crawford, County of Orange, State of New York, as follows:

 

            Section 1.        The title of Chapter 114, currently titled “Smoking,” of the Code of the Town of Crawford is changed to “Smoking and Vaping”.

            Section 2.        Section 114-2, titled “Regulation of smoking on Town property,” of Chapter 114 is amended to read as follows:

 

            §114-2 Regulation of smoking and vaping on Town property.

                        It shall be unlawful to smoke any tobacco product or vape:

 

                        [Note:  Subsections A and B of §114-2 are not included in this local law, because there is no change to those subsections.  For your information, those subsections read as follows:

 

                        A.  On Town-owned property within 50 feet of a Town-owned building or structure.

                        B.  In a Town park or on other Town-owned property within 50 feet of a sports field or court, recreation field or court, or building or structure used for park or recreation purposes, including but not limited to playground facilities.

 

            Section 3.  This local law shall take effect immediately upon filing with the Secretary of State.

INTRODUCTORY LOCAL LAW

CONTINUATION OF FIRE DISTRICTS

 

 

            BE IT ENACTED by the Town Board of the Town of Crawford, County of Orange, State of New York, as follows:

 

            Section 1.        Legislative intent.  The report of the incorporation of a village with boundaries coterminous with the boundaries of the Town of Crawford was delivered to the Secretary of State on December 28, 2023.  Section 17-1720 of the state Village Law provides that a local law may be adopted providing that any fire district, fire protection district, fire alarm district or any district functioning pursuant to §186 of the state Town Law which is located wholly or partly within the boundaries of such village shall continue to function in all respects, and all officers and employees of such entity shall continue to hold their offices and exercise their powers and duties, as though such village were not incorporated.  That is the intent of this local law. 

 

            Section 2.        The Code of the Town of Crawford is amended by adding a new chapter, designated as Chapter 13 and titled “Continuation of Fire Districts,” to read as follows:

 

            §13-1.  The Pine Bush Fire District and Bullville Fire District shall continue to function, in all respects whatsoever, and all officers and employees of those fire districts shall continue to hold their offices and exercise their powers and duties, as though the village established pursuant to the state Village Law were not incorporated.

 

Section 3.        Severability.  If any part or provision of this local law or the application thereof to any person or circumstance be adjudged invalid by any court of competent jurisdiction, such judgment shall be confined in its operation to the part or provision or application directly involved in the controversy in which such judgment shall have been rendered and shall not affect or impair the validity of the remainder of this local law or the application thereof to other persons or circumstances, and the Town Board hereby declares that it would have enacted this local law or the remainder thereof had such invalid application or invalid provision been apparent.

 

Section 4.        Supersession.  The Town Board hereby declares its legislative intent to supercede any provision of the state Town Law and Village Law and any other provision of law that the Town may supercede pursuant to the Municipal Home Rule Law and the Constitution of the State of New York.  The courts are requested to take notice of this legislative intent and apply it in the event the Town Board has failed to specify any provision of law that may require supersession.  The Town Board hereby declares that it would have enacted this local law and superceded such inconsistent provision had it been apparent.

 

Section 5.        This local law shall take effect immediately upon filing with the Secretary of State.

PUBLIC NOTICE is hereby given that there has been introduced before the Town Board of the Town of Crawford, New York, on April 18, 2024, a local law, titled “Regulation of Dumpsters,” which local law would require all dumpsters in the Town that have a capacity of 1.5 cubic yards or more, including existing dumpsters, to comply with certain requirements to assure that dumpsters are properly covered with lids, properly enclosed or screened and shielded from the view of neighbors, neighboring properties and the public, and also provides that if it is not possible for a property owner to comply with the requirements, the property owner may apply to the Planning Board to request a waiver or modification of such requirements. 

A complete copy of the Introductory Local Law is available for inspection at the Clerk's Office.

NOW, THEREFORE, pursuant to Section 20 of the Municipal Home Rule Law, the Town Board of the Town of Crawford, New York, will hold a public hearing on the aforesaid Local Law on May 16, 2024, at 7:00 P.M. or soon thereafter, at the Town Hall, 121 Route 32, Pine Bush, New York, 12566 at which time all persons interested therein shall be heard.

NOTICE OF REFERENDUM ON

THE CONSOLIDATED TOWN OF CRAWFORD

PLEASE TAKE NOTICE that on December 12, 2023, a combined election (also called a referendum) will be held at which the registered voters of the Town of Crawford are entitled to vote to determine whether the following referendum measures are approved or rejected:

Shall the Village of Crawford Be Incorporated Pursuant to the Elector-Initiated Petition?

Shall the Newly Incorporated Village of Crawford Be Simultaneously Consolidated With the Existing Town of Crawford To Create the Consolidated Town of Crawford Pursuant to the Elector-Initiated Petition?

The Elector-Initiated Petition states that its purpose is to consolidate the Town with a Village to be incorporated to give the Town greater flexibility and authority to provide services to its residents, and to allow greater economy and efficiency, while protecting against the wasteful proliferation of overlapping governments by authorizing the Town to exercise the powers of a village while continuing to operate as a town. The Petition is a combined petition as it seeks to form a village only with the simultaneous consolidation with the Town of Crawford. Non-consolidation would defeat the purpose of the Petition by creating an overlapping and redundant government. Because a single government will continue to exist if the referendum is approved, the Petition states that consolidation will prevent future financial burdens to the Town and its taxpayers that would occur if a new government were incorporated without consolidation.

If the referendum is approved, the incorporated village will be known as the Village of Crawford, having the same boundaries as the Town of Crawford, which will be simultaneously consolidated with the existing Town of Crawford to form the Consolidated Town of Crawford, which will have the same boundaries as the existing Town of Crawford.

The referendum election will be held on December 12, 2023, between the hours of 8:00 AM and 9:00 PM, at the Town of Crawford Senior and Community Center, 115 State Route 302, Pine Bush, New York 12566.

The Combined Petition for a Consolidated Town of Crawford may be examined at the Town Clerk’s office, Town Hall, 121 State Route 302, Pine Bush, New York 12566, during normal business hours. Crawford Supervisor Charles Carnes joined by Police Chief Dominick Blasko, Bullville Fire Chief Bill Bacon and Pine Bush Fire Chief Wyatt Clegg urge residents to check and install Carbon monoxide detectors.

As temperatures have gotten colder many residents have turned on their heat causing our first responders to respond to several residences that have had near fatal levels of Carbon Monoxide.

Carbon monoxide, or CO, is a gas that forms whenever a fossil fuel is burned. CO is known as the "silent killer" as it is a colorless, odorless and tasteless poisonous gas. Most CO poisonings take place at home and are caused by items that are not properly cared for or vented, such as furnaces, water heaters, generators, gas grills, dryers, lanterns, space heaters, fireplaces, chimneys and gas stoves.

“Symptoms of carbon monoxide exposure include flu-like symptoms – headache, dizziness, fatigue, shortness of breath, confusion and nausea,” said Dr. Natasha Bagdasarian, chief medical executive. “If you think you have been exposed, it is important to get into an area with fresh air immediately and seek medical attention.”

The Center for Disease Control and Prevention reports that each year approximately 50,000 people across the country visit the emergency department for accidental CO poisoning. 

CO poisoning can be prevented by practicing the safety tips listed below and knowing the symptoms of exposure. At high levels, CO can cause death within minutes. If you suspect you may be experiencing CO poisoning, or your CO detector alarm goes off, go outside immediately for fresh air and THEN call 911. 

To protect yourself and your family from CO, follow these safety tips:

  • Make sure you have working CO detectors. Detectors on every level of your home, including the basement, are strongly recommended. Detectors can be purchased at most hardware and big box stores.
  • Change batteries every six months (fall and spring) and replace your detector every five years or according to manufacturer’s instructions.
  • Use a battery-powered detector where you have fuel burning devices but no electric outlets. Having a CO detector handy when using tents, cabins, RVs and boats with enclosed cabinsis a good safety practice.
  • Have your furnace or wood-burning stove inspected annually. Hire a professional to make sure it is functionally sound and vents properly outside the home. 
  • Generators should be run at a safe distance (at least 20 feet) from the home. Never run a generator in the home, garage, or right next to windows or doors. 
  • Never run a car in an enclosed space. If a vehicle is running, you must have a door open to the outside.  
  • Never run a gasoline or propane heater or a grill (gas or charcoal) inside your home or in an unventilated garage. Any heating system that burns fuel produces CO.

  1. Sealcoating of the basketball courts and filling in all cracks with Sealmaster Latex asphalt sealer. In addition the courts will also be restriped the same as they are laid out now.
  2. Repaving of the Drive leading into the Sewer department. Resurface with 2 inch type 6F asphalt including base tack coat applied prior to paving and the leveling of any areas where it is needed. The area to be blacktopped consists of approximately 10,000 square feet.
