INTRODUCTORY LOCAL LAW

REZONING LAND IN BULLVILLE TO THE

ADDING RESTAURANTS AND HOTELS AS SPECIAL PERMIT USES IN THE

O-R (OFFICE-RESIDENCE) ZONING DISTRICT

 

 

PUBLIC NOTICE is hereby given that there has been introduced before the Town Board of the Town of Crawford, New York, on October 26, 2023, a local law, titled “Rezoning Land In Bullville To The BP (Business Park) Zoning District And Adding Restaurants And Hotels As Special Permit Uses In The O-R (Office-Residence) Zoning District,” which local law would change the zoning district designation of the lots identified as Tax Map Nos. 26-8-1, 26-8-2, 26-9-1 and 26-9-2 from the O-R (Office-Residence) zoning district to the BP (Business Park) zoning district, and would add ‘hotels’ and ‘restaurants’ as special permit uses in the O-R (Office-Residence) zoning district.

A complete copy of the Introductory Local Law is available for inspection at the Clerk's Office.

NOW, THEREFORE, pursuant to Section 20 of the Municipal Home Rule Law, the Town Board of the Town of Crawford, New York, will hold a public hearing on the aforesaid Local Law on November 16, 2023, at 7:00 P.M. or soon thereafter, at the Town Hall, 121 Route 32, Pine Bush, New York, 12566 at which time all persons interested therein shall be heard.

The Town of Crawford will make every effort to assure that the hearing is accessible to persons with disabilities.  Anyone requiring special assistance and/or reasonable accommodations should contact the Town Clerk.

            The resolution, a summary of which is published herewith, has been adopted on September 29, 2021, and the validity of the obligations authorized by such resolution may be hereafter contested only if such obligations were authorized for an object or purpose for which the Town of Crawford, in the County of Orange, New York is not authorized to expend money or if the provisions of law which should have been complied with as of the date of publication of this notice were not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty days after the publication of this notice, or such obligations were authorized in violation of the provisions of the constitution.

 

BOND RESOLUTION OF THE TOWN OF CRAWFORD, ADOPTED SEPTEMBER 29, 2021, APPROPRIATING $4,762,100.00 FOR THE IMPROVEMENT OF FACILITIES OF PINE BUSH WATER DISTRICT IN SAID TOWN AND AUTHORIZING THE ISSUANCE OF $4,762,100.00 SERIAL BONDS TO FINANCE SAID APPROPRIATION, AND AUTHORIZING ANY AMOUNTS RECEIVED FROM THE STATE OF NEW YORK AND ORANGE COUNTY WATER AUTHORITY TO BE EXPENDED TOWARDS THE COST OF SAID SPECIFIC OBJECT OR PURPOSE OR REDEMPTION OF SAID BONDS ISSUED THEREFOR OR TO BE BUDGETED AS AN OFFSET TO THE TAXES, ASSESSMENTS AND/OR WATER RENTS FOR PAYMENT OF THE PRINCIPAL OF AND INTEREST ON SAID BONDS.

INCREASE AND IMPROVEMENT OF FACILITIES

SPECIAL MEETING NOTICE

PUBLIC HEARING NOTICE

            PLEASE TAKE NOTICE that the Town Board of the Town of Crawford will hold a special meeting for the purpose of  holding a public hearing on September 29th, 2021 at 6:00 PM, in person at the Crawford Senior and Community Center, 115 State Route 302, Pine Bush, New York to consider and hear public comment on a proposed increase and improvement of the facilities of the Pine Bush Water District and to take action on said proposed increase and improvement of said facilities, and on any other business that may come before the board.  In addition, the public may attend this meeting via remote ZOOM videoconference, as described further below. 

PLEASE TAKE FURTHER NOTICE that the proposed improvements include the purchase of property for the protection of two newly drilled water production wells and construction of a well house approximately 1,600 LF north of NYS Route 52 on Dubois Street (Tax Parcel: Section 2, Block 1, Lot 79.2), along with installation of a water main to connect to the Water District’s existing water system in the hamlet of Pine Bush. The proposed 20 feet x 30 feet treatment building would provide chlorination of the groundwater source and provision for future sequestration, if needed. Treated groundwater would be pumped to the Water District’s existing water system via approximately 6,100 feet of 8-inch diameter HDPE transmission main installed along NYS Route 52 and connected to the existing water system on State Route 52 across from Boniface Drive. 

The estimated maximum cost of the proposed project is $4,762,100.  The County has previously secured a Local Government Efficiency Grant (in 2012 and 2015) in the amount of $920,200 for drilling and design work for the subsequently proposed wells on County land. The proposed wells on County land will be replaced by the newly drilled wells on the Dubois property. The Town has secured a WIIA grant from the State Environmental Facilities Corporation in the amount of $2,311,680, and Drinking Water State Revolving Fund Financial Assistance in the amount of $1,001,100 for the proposed well house and connection to the Dubois wells. Municipal contributions will be in the estimated amount of $540,000 grant match.  A map and plan of the proposed improvements is on file in the Town Clerk’s office.  All persons interested will be heard by the Town Board at the public hearing.

PLEASE TAKE FURTHER NOTICE that persons who attend the meeting via Zoom will be able to see and hear the meeting, but will not be able to make or submit oral or written comments during the meeting. Any person who attends by Zoom and  who wishes for his or her comment to be heard during a public hearing or the public comment session can send his or her comments in advance of the meeting to [email protected] or call 845-744-2020 by no later than 4:00 PM on September 29, 2021.
