What is the Water Main (Hydrant) Flushing Program?

To improve water quality and minimize discoloration, water mains are comprehensively flushed by a technique known as Conventional flushing. The procedure is performed in warm-weather months and involves the systematic opening and closing of hydrants, one section of main at a time, to force the water through the pipes at high velocity, removing accumulated mineral sediment until the water is clear. The operation can take from a few minutes to over an hour, although most last about 30 minutes.

How Will Flushing Affect Water Service?

When flushing crews are working close to your residence or business, you may experience periods of very low pressure or even a complete stoppage of service. Flushing operations may also lead to discolored water, which can be drawn into homes and businesses if the water is being used during or immediately following the flushing. Such events should affect customers for a few hours at most. The discoloration is caused by iron (red color) or manganese (black color) particles being dislodged from the water main which can stain porcelain and laundry. If discoloration occurs, open the cold tap nearest the water meter—usually a basement sink—to full flow until the water runs clear. In some situations, this may take 5 to 10 minutes. It is also advised that you make sure your water is clear before doing laundry or other projects for which discolored water could cause problems.

A precise schedule of flushing operations is difficult to determine more than a day or two in advance. We ask for your patience and understanding during this critical main cleaning process.

ORDER CALLING FOR PUBLIC HEARING TO CONSIDER APPROVING INCREASE AND IMPROVEMENT

OF FACILITIES

(Water Filtration Systems)

            ABSENT:       Councilperson Dan Flanick

 

            WHEREAS, a map and plan has been prepared by competent engineers duly licensed by the State of New York in such manner and in such detail as determined by the Town Board of the Town of Crawford concerning the increase and improvement of facilities of the Pine Bush Water District; and

            WHEREAS, the proposed improvements include the installation of greensand filtration systems to reduce the concentration of iron and manganese and produce finished water with levels that meet the limits for contaminants in drinking water established by both NYSDOH Subpart 5-1 and USEPA National Secondary Drinking Water Regulations (NSDWRs).  This includes the utilization of a GreensandPlus Filter at each of the three well houses (the Main, Kelly and Finneran well houses) and the building additions at each well house building to accommodate the filtration bystems to remove iron and manganese from the Town’s drinking water supply.

            WHEREAS, the estimated maximum cost of the purchase and installation of the filtration system, the well house building improvements and design of such improvements is $725,000.00.

            ORDERED, that the Town Board of the Town of Crawford will hold a special meeting for the purpose of a public hearing on October 21, 2021, at 7:00 PM, in person at the Crawford Town Hall, 121 NY-302, Pine Bush, New York to consider and hear public comments from all persons interested in the subject of a proposed increase and improvements of the facilities of the Pine Bush Water District as described above. 

                        FURTHER ORDERED that the Town Clerk is hereby directed to publish notice of this So Ordered hearing at least once in the official newspaper of the Town not less than 10 nor more than 20 days before the date of the hearing, and be it

            FURTHER ORDERED that the Town Clerk is hereby directed to cause a certified copy of this Order to be posted on the sign board of the Town not less than 10 nor more than 20 days before the date of the hearing.

Orange County has released the draft version of its updated Hazard Mitigation Plan for public review and comment. This plan is a critical tool for identifying risks from natural disasters and outlining strategies to reduce their impacts on our community. We encourage residents, businesses, and stakeholders to review the draft plan and provide feedback. Your input is essential to ensure the plan reflects the needs and priorities of our community.

DEMOLITION AND REMOVAL OF BUILDING AND RELATED WORK

            NOTICE IS HEREBY GIVEN that sealed bids for demolition and removal of a building and related work at 56 Crawford Street, Pine Bush, in the Town of Crawford (hereinafter ‘Bid Item’) will be received by the Town of Crawford at the office of the Town Clerk, Town Hall, 121 Route 302, Pine Bush, New York 12566, until 11:00 o'clock A.M. on January 14, 2025 and then be publicly opened and read aloud.  The Bid Specifications in this Bid package are different than the prior bid package. Among other items, these Bid Specifications call for conventional demolition and disposal.

            Section 1.        Chapter 137, titled “Zoning,” of the Code of the Town of Crawford is amended by amending the Zoning Map, established pursuant to §137-5, titled “Zoning Map,” to change the zoning district designation of certain property identified as portion of Tax Map No. 41-1-10 from RA (Residential Agriculture) to BP (Business Park), as shown on that portion of the Zoning Map annexed hereto.

            Section 2.        This local law shall take effect immediately upon filing with the Secretary of State.

STATE OF EMERGENCY - EXECUTIVE ORDER BURN BAN 10-28-2024

Declaration of State of Emergency

A State of Emergency is hereby declared in the Town of Crawford, effective at 10:00 a.m. on October 28, 2024.

The State of Emergency has been declared due to drought conditions, which have affected the Town's water supply and have increased the risk of wildfires.

Such conditions threaten or imperil the public safety of the citizens of the Town of Crawford.

This State of Emergency will remain in effect until conditions improve and rescinded by the Town Supervisor.

As the Chief Executive of the Town of Crawford, Orange County, State of New York, I, Charles E. Carnesexercised the authority given me under Section 24 of the New York State Executive Law, to preserve public safety and hereby render all required and available assistance vital to the security, well-being, and health of the citizens of this Municipality.

I hereby direct all departments and agencies of the Town of Crawford to take whatever steps necessary to protect life and property, public infrastructure, and provide such.

Enforcement:

  1. Upon notification of suspected outdoor burning the local volunteer fire companies shall respond to the scene and take immediate measures to contain and/or extinguish the fire.
  2. As soon as possible, law enforcement agencies shall respond to the scene to investigate the nature of the fire. The law enforcement officers shall request immediate compliance with this order. 

All outdoor burning of yard trash, household paper products, bonfires, campfires, warming fires, outdoor fireplaces, chimneys, and cooking fires within said jurisdictions is prohibited unless:

            1) Authorized by the New York State Department of Environmental Conservation;

            2) For cooking of food exclusively within a contained gas or charcoal grill.

The setting of fires to any grass, brush or forest covered land, unless authorized by the New York State Department of Environmental Conservation, shall constitute a violation of the law.

 

         BE IT FURTHER ORDERED, that the purpose of this order is the mitigation of public safety hazard posed by wildfires during the current dry weather conditions and the limited first responders and human resources to combat potential fires by curtailing the practice of outdoor burning, accordingly, this order shall expire when the conditions are again deemed safe, upon such date as determined by the Town of Crawford Supervisor in conjunction with the New York State Department of Environmental Conservation.

TOWN OF CRAWFORD EMERGENCY ORDER NO. 2024-01

AN ORDER AND DECLARATION FOR A BURN BAN FOR ALL OF THE TOWN OF CRAWFORD UNDER LOCAL STATE OF EMERGENCY

WHEREAS, the Town of Crawford Supervisor hereby finds that circumstances present within the Town of Crawford create a public safety hazard that would be exacerbated by outdoor burning; and

WHEREAS, the Town of Crawford Supervisor heretofore has declared a State of Emergency effective October 28, 2024, at 10:00 a.m., declaring that a state of emergency exists throughout the Town of Crawford due to severe drought conditions and the threat of wildfires caused by outdoor burning, and its imminent threat to the health and welfare of Town of Crawford citizens; and

WHEREAS, the Executive Order, in accordance with Section 24 of the New York State Executive Law, authorizes political subdivisions to take whatever prudent action that is necessary to ensure the health, safety, and welfare of the community; and

WHEREAS, Section 24 of the New York State Executive Law authorizes political subdivisions to take all necessary action and issue any necessary orders to protect human life; and

WHEREAS, October 28, 2024, the Town Supervisor of the Town of Crawford issued a Declaration of Local State of Emergency regarding the severe drought conditions; and

NOW, THEREFORE, it is ORDERED that outdoor burning is prohibited in all the Town of Crawford.

DEMOLITION AND REMOVAL OF BUILDING AND RELATED WORK

            NOTICE IS HEREBY GIVEN that sealed bids for demolition and removal of a building and related work at 56 Crawford Street, Pine Bush, in the Town of Crawford (hereinafter ‘Bid Item’) will be received by the Town of Crawford at the office of the Town Clerk, Town Hall, 121 Route 302, Pine Bush, New York 12566, until 10:00 o'clock A.M. on December 17, 2024, and then be publicly opened and read aloud.  The work must be performed by a licensed asbestos contractor.

            Copies of the Information for Bidders, Bid Form, and Specifications may be obtained at the Office of the Town Clerk at the above address.  Bids must be submitted on official forms and in sealed envelopes at the above address and shall bear on the face thereof the name and address of the bidder, designation of the Bid Item exactly as specified above and "Town of Crawford".

            The Town Board reserves the right to reject any and/or all bids and to readvertise for new bids.  Bids shall be awarded in accordance with General Municipal Law §103.

The 2024 Water Main Flushing Program began on November 11,2024

November 11, Main well to Main Street, includes Holland to EJR, Kelly, Borden and Cameron

November 12, Main well to Black hawk Road, Boniface, to Route 52(McDonalds) includes Ted, and Hannaford.

What is the Water Main (Hydrant) Flushing Program?

To improve water quality and minimize discoloration, water mains are comprehensively flushed by a technique known as Conventional flushing. The procedure is performed in warm-weather months and involves the systematic opening and closing of hydrants, one section of main at a time, to force the water through the pipes at high velocity, removing accumulated mineral sediment until the water is clear. The operation can take from a few minutes to over an hour, although most last about 30 minutes.

How Will Flushing Affect Water Service?

When flushing crews are working close to your residence or business, you may experience periods of very low pressure or even a complete stoppage of service. Flushing operations may also lead to discolored water, which can be drawn into homes and businesses if the water is being used during or immediately following the flushing. Such events should affect customers for a few hours at most. The discoloration is caused by iron (red color) or manganese (black color) particles being dislodged from the water main which can stain porcelain and laundry. If discoloration occurs, open the cold tap nearest the water meter—usually a basement sink—to full flow until the water runs clear. In some situations, this may take 5 to 10 minutes. It is also advised that you make sure your water is clear before doing laundry or other projects for which discolored water could cause problems.
