TOWN OF CRAWFORD
INTRODUCTORY LOCAL LAW
OPT-OUT OF ALLOWING CANNABIS DISPENSARIES AND ON-SITE CANNABIS CONSUMPTION ESTABLISHMENTS
BE IT ENACTED by the Town Board of the Town of Crawford, County of Orange, New York, as follows:
Section 1. Legislative intent and authority.
The intent of this local law is to opt the Town of Crawford out of hosting retail cannabis dispensaries and on-site cannabis consumption establishments within its municipal boundaries. The Town of Crawford wishes to exclude these establishments from the Town because______.This local law is enacted pursuant to Section 131 of the NYS Marijuana Regulation and Taxation Act, which expressly authorizes towns to opt-out of the state’s authorization to allow retail cannabis dispensaries and/or on-site cannabis consumption establishments to locate and operate within their boundaries, and the state Municipal Home Rule Law.
Section 2. Opt-out.
The Town Board of the Town of Crawford, County of Orange, hereby opts-out of licensing and establishing cannabis retail dispensaries and cannabis on-site consumption establishments within its boundaries. Such establishments shall not be permitted in the Town of Crawford.
Section 3. Severability.
If a court of competent jurisdiction determines that any clause, sentence, paragraph, subdivision, or part of this local law or the application thereof to any person, firm or corporation, or circumstance is invalid or unconstitutional, the court’s order or judgment shall not affect, impair, or invalidate the remainder of this local law, but shall be confined in its operation to the clause, sentence, paragraph, subdivision, or part of this local law or in its application to the person, individual, firm or corporation or circumstance, directly involved in the controversy in which such judgment or order shall be rendered.
Section 4. This local law is subject to permissive referendum.
Section 5. Effective date.
This local law shall take effect immediately upon filing with the Secretary of State.

This local law is enacted pursuant to Section 131 of the NYS Marijuana Regulation and Taxation Act, which expressly authorizes towns to opt-out of the state’s authorization to allow on-site cannabis consumption establishments to locate and operate within their boundaries, and the state Municipal Home Rule Law.

NOTICE OF HEARING
ZONING MAP AMENDMENT FROM RA TO BP ZONING DISTRICT
PUBLIC NOTICE is hereby given that there has been introduced before the Town Board of the Town of Crawford, New York, on December 16, 2024, a local law titled “Zoning Map Amendment From RA to BP Zoning District”, which local law would change the zoning district designation of certain property identified as portion of Tax Map No. 24-1-10, located off State Route 17K, from RA (Residential Agriculture) to BP (Business Park), as shown on a map on file in the Town Clerk’s office. A complete copy of the Introductory Local Law is available for inspection at the Clerk’s Office.
NOW, THEREFORE, pursuant to Section 20 of the Municipal Home Rule Law, the Town Board of the Town of Crawford, New York, will hold a public hearing on the aforesaid Introductory Local Law at the Town Hall, 121 Route 302, Pine Bush, New York, on January 16, 2025, at 7:00 P.M., at which time all persons interested therein shall be heard.

BE IT ENACTED by the Town Board of the Town of Crawford, County of Orange, State of New York, as follows:
Section 1. Chapter 137, titled “Zoning,” of the Code of the Town of Crawford is amended by amending the Zoning Map, established pursuant to §137-5, titled “Zoning Map,” to change the zoning district designation of certain property identified as portion of Tax Map No. 41-1-10 from RA (Residential Agriculture) to BP (Business Park), as shown on that portion of the Zoning Map annexed hereto.
Section 2. This local law shall take effect immediately upon filing with the Secretary of State.
PUBLIC NOTICE is hereby given that there has been introduced before the Town Board of the Town of Crawford, New York, on November 18, 2021, a local law entitled, “Amendment of Grievance Day,” which local law would establish the fourth Tuesday in May as the Town’s tax grievance day, reverting back to the standard tax grievance date established pursuant to NYS Real Property Tax Law § 512. A complete copy of the Introductory Local Law is available for inspection at the Clerk's Office and on the Town website.

PUBLIC NOTICE is hereby given that there has been introduced before the Town Board of the Town of Crawford, New York, on June 15, 2023, a local law titled, “Extension Of Term Of Office From Two Years To Four Years For The Offices Of Town Supervisor, Town Clerk, Town Highway Superintendent And Town Receiver of Taxes Of The Town Of Crawford,” which local law would extend the term of office from two years to four years for the offices of Town Supervisor, Town Clerk, Town Highway Superintendent and Town Receiver of Taxes commencing with the term of office beginning January 1, 2024, subject to approval at a mandatory referendum to be held on November 7, 2023. RESOLUTION INTRODUCING LOCAL LAW AND PROVIDING FOR PUBLIC NOTICE AND HEARING
BE IT RESOLVED that an introductory Local Law, entitled “Farm-Related Zoning Amendments” be and it hereby is introduced by Supervisor Charles Carnes before the Town Board of the Town of Crawford in the County of Orange and State of New York, and BE IT FURTHER RESOLVED that copies of the aforesaid proposed local law be laid upon the desk of each member of the Board, and BE IT FURTHER RESOLVED that the Board hold a public hearing on said proposed local law at the Town Hall, 121 Route 302, Pine Bush 12566, at 7:20 PM on January 16, 2020, and BE IT FURTHER RESOLVED that the Clerk publish or cause to be published a public notice in the official newspaper of the Town of Crawford of said public hearing at least ten (10) days prior thereto. On a motion by Councilman Daniel Flanick seconded by Councilman Rory Holmes the resolution was adopted on a vote of 5 Ayes, 0 Nays. The Supervisor declared this resolution adopted. PUBLIC NOTICE is hereby given that there has been introduced before the Town Board of the Town of Crawford, New York, on October 26, 2023, a local law, titled “Rezoning Land In Bullville To The BP (Business Park) Zoning District And Adding Restaurants And Hotels As Special Permit Uses In The O-R (Office-Residence) Zoning District,” which local law would change the zoning district designation of the lots identified as Tax Map Nos. 26-8-1, 26-8-2, 26-9-1 and 26-9-2 from the O-R (Office-Residence) zoning district to the BP (Business Park) zoning district, and would add ‘hotels’ and ‘restaurants’ as special permit uses in the O-R (Office-Residence) zoning district.
